Custom Printed Plastic Bags
Custom printed plastic bags are LDPE, HDPE or recycled polyethylene carrier and mailing bags printed with a brand. Retail and fashion brands, event organisers, e-commerce sellers and non-food chains buy them where plastic carriers are still permitted. Two questions decide most orders: is a polythene bag still legal and accepted where it will be handed out, and which film, thickness and handle will carry the product without looking cheap or wasting material?
The sections below cover bag formats, film choice, micron and gauge, flexo print limits and the rules in the EU, the UK and the US. 9 Packaging is a B2B printed packaging manufacturer and exporter based in Istanbul, Türkiye, supplying business customers, including fast-food and chain-style foodservice operators. Specifications for any plastic bag project are confirmed at quotation and technical review against the market where the bags will be used.
Where do custom printed plastic bags still make sense?
Printed plastic bags remain a practical choice for retail, fashion, events, trade shows, courier and e-commerce shipping, and non-food uses where water resistance, low weight and reuse matter. They are a weaker choice in foodservice and grocery, where many jurisdictions charge for, restrict or ban thin carrier bags.
The cases where polythene still earns its place usually share one or more of these features:
- The bag must survive rain, wet surfaces or condensation, for example outdoor events, garden centres or chilled goods.
- The bag is meant to be reused many times, so a heavier film justifies its material use.
- Weight and volume in freight matter: film bags pack far flatter and lighter than paper bags of the same capacity.
- The bag doubles as a shipping envelope (a mailing bag) that must resist moisture and tampering.
- The product has sharp corners or high density where a paper handle might tear out.
Where the bag is a thin, single-trip carrier at a till, the legal and reputational picture has moved against plastic across most of the EU, the UK and many US states. If you are choosing between materials for a takeaway or food order, our comparison of paper vs plastic takeaway bags covers cost, regulation and performance in detail, and the custom printed paper carrier bags hub covers the paper alternative for retail.
Which plastic bag formats can be custom printed?
All the common formats can be printed: vest (T-shirt) bags, die-cut handle bags, patch handle bags, soft loop handle bags, flat and gusseted bags without handles, and mailing bags with a peel-and-seal closure. The format decides the film type and thickness range more than the print does.
| Format | Typical film | Typical thickness range* | Typical uses | Notes |
|---|---|---|---|---|
| Vest / T-shirt bag | HDPE, sometimes LLDPE blend | ~10-25 µm | Grocery, markets, convenience | Cheapest per bag; most affected by thin-bag rules |
| Die-cut (punched) handle | LDPE / LLDPE blend | ~35-80 µm | Retail, fashion, events, pharmacies | Clean look, flat print area |
| Patch handle | LDPE / LLDPE | ~45-100 µm | Boutique retail, heavier goods | Welded reinforcement patch at handle |
| Soft loop handle | LDPE / LLDPE | ~50-100 µm | Fashion, gifting, reusable "bags for life" | Separate film loop sealed on; comfortable carry |
| Flat or gusseted bag, no handle | LDPE, HDPE | ~25-100 µm | Merchandise, garment, product bags | Often with header or reseal options |
| Mailing bag (poly mailer) | Co-extruded LDPE, white/grey outside, dark inside | ~50-90 µm | E-commerce, apparel shipping | Peel-and-seal strip; optional second strip for returns |
*Indicative market ranges only. The right figure depends on bag size, load, film recipe and local rules, and is fixed at technical review.
For a side-by-side look at how the four handle constructions differ in strength, cost and comfort, see plastic bag handle types: patch, die-cut, loop and vest.
Gussets and bottom constructions
A bottom gusset lets a carrier stand open and take boxed goods; side gussets add depth for clothing and shoe boxes. Gussets add film and change the print layout, because artwork on a side-gusseted bag wraps around a fold. Block-bottom plastic bags exist but are less common than in paper. If you need a box-shaped footprint for food containers, a paper takeaway bag is usually the better construction; see the custom printed takeaway bags hub.
LDPE, HDPE, LLDPE or recycled PE: which film should you choose?
Choose HDPE for thin, strong, crinkly vest bags; LDPE or LDPE/LLDPE blends for soft, glossy, printable retail bags with die-cut, patch or loop handles; and recycled PE when recycled content is required by law, tax or your own targets and you can accept some loss of clarity and colour consistency.
| Property | HDPE | LDPE | LLDPE (usually blended) | Recycled PE (PCR/PIR) |
|---|---|---|---|---|
| Feel | Stiff, papery, crinkly | Soft, smooth, quiet | Soft, stretchy | Depends on source; often slightly stiffer or speckled |
| Clarity / gloss | Translucent, matt | Good clarity and gloss | Good | Lower; often grey or off-white base |
| Strength at low thickness | High tensile; good for thin films | Lower; needs more thickness | High puncture and tear resistance | Variable; usually blended with virgin |
| Print appearance | Good, slightly muted | Very good | Good | Background colour limits light shades |
| Typical formats | Vest bags, thin produce bags | Die-cut, patch, loop | Blended into LDPE for toughness | Any, at reduced or adjusted spec |
The table is a simplification: most commercial bag films are blends, and the converter adjusts the recipe for the handle type and load. Our article on LDPE vs HDPE vs recycled PE carrier bags goes into density, tear behaviour, PCR grades and how recycled content affects print.
How recycled content affects cost and compliance
Recycled content has moved from a marketing option to a cost and compliance factor. In the UK, plastic packaging with less than 30 % recycled plastic is liable for Plastic Packaging Tax. In the EU, the Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 (PPWR), sets minimum recycled content for plastic packaging from 1 January 2030 at the earliest. Recycled content does not by itself make a bag recyclable, and claims about it need evidence.
How thick should a custom printed plastic bag be?
Thickness should be set by load, bag size and handle style first, then checked against legal thresholds in the market of use. As a rough guide, thin vest bags sit around 10-25 µm, retail die-cut bags around 35-80 µm and patch or loop handle bags around 50-100 µm, with heavier films for bags designed for repeated reuse.
Suppliers quote thickness in three units, which causes avoidable mistakes in RFQs:
| Unit | Used mainly in | Conversion |
|---|---|---|
| Micron (µm) | EU, Türkiye, most of the world | Base unit |
| Gauge | UK | 100 gauge = 25.4 µm, so gauge ÷ 4 ≈ micron (approx.) |
| Mil (thousandth of an inch) | US | 1 mil = 25.4 µm; 2.25 mil ≈ 57 µm |
So a "200 gauge" UK bag is about 50 µm, and a 2 mil US bag is about 51 µm. Thickness is not the only driver of strength: film recipe, handle construction and seal quality matter just as much, and a well-designed 50 µm patch handle bag can outperform a poorly sealed 70 µm die-cut bag. The full conversion table and the relationship between thickness, bag weight and load are in plastic bag thickness: micron, gauge and mil explained.
Legal thickness thresholds in the EU, England and the US
Several laws define bags by thickness. In the EU, lightweight plastic carrier bags are those below 50 µm and very lightweight bags those below 15 µm. In England, the carrier bag charge applies to single-use plastic carrier bags of 70 µm or less. Some US states and cities exempt thicker "reusable" plastic bags above a mil threshold, while California has removed that route at covered stores. Because a bag specified just above a threshold may be treated differently from one just below it, always state the nominal thickness and the market of use in your enquiry. Thickness tolerances in film extrusion are real, so the nominal value should not sit right on a legal limit.
Which handle suits the load: die-cut, patch, loop or vest?
The handle determines how load is spread into the film, so it drives thickness, cost and the look of the bag. Die-cut handles are the simplest and cheapest printed retail option; patch handles reinforce the punched hole; soft loops are the most comfortable; vest handles are formed from the bag body itself.
- Die-cut handle: a kidney or oval hole punched through the top. Clean, flat, good print area. Benefits from a fold-over top or patch on heavier loads.
- Patch handle: an extra film layer welded inside the top before punching, doubling material around the hole. Better for heavier goods and repeated use.
- Soft loop handle: a separate film loop heat-sealed to the bag mouth. Comfortable on the hand, often used for fashion and gifting.
- Vest handle: cut from a gusseted tube so the handles are part of the bag. Efficient on material, mostly HDPE, mostly unprinted or simply printed.
Rigid clip handles (plastic clips welded to the top) are used for premium or display bags; they add a separate component that affects recycling and cost. The detailed comparison is in our plastic bag handle types article. Paper bag handle constructions are different and covered separately in paper bag handle types.
What can be printed on a plastic bag?
Plastic carrier bags are usually printed by flexography on corona-treated film, typically in one to six spot colours, on one or both sides. Solid areas, bold logos and line artwork reproduce well; fine halftones, small reversed text and tight multi-colour registration are harder on stretchy, thin film.
Points that shape the artwork:
- Corona treatment raises the surface energy of polyethylene so ink adheres. Untreated PE sits around 30-31 dyn/cm; printers typically treat to roughly 38-42 dyn/cm or more, depending on the ink system.
- Spot colours are the normal approach. Four-colour process is possible on good film and presses but needs more care than on paper; the Pantone vs CMYK guide explains the trade-off.
- The background colour of the film counts. White-pigmented film or a white ink underlay is needed for bright colours on recycled or tinted film.
- Thin films stretch under web tension, so registration between colours and the position of print relative to handles and seals need tolerance in the design.
- Print is usually laid out on the tube before the bag is converted, so seams, gussets and handle cut-outs must be marked on the dieline.
The print process, ink choice (solvent-based vs water-based), colour limits and adhesion testing are covered in printing on plastic bags: flexo, colours and ink adhesion. For how flexo compares with other processes across packaging, see flexo vs offset vs gravure vs digital printing, and for file preparation the packaging artwork guide.
Plastic carrier bag rules by market: a snapshot
Plastic carrier bags are among the most regulated packaging formats. The table below is a short orientation for buyers; obligations depend on your role (brand owner, importer, retailer) and on national implementation, so confirm with the competent authority or your compliance scheme before ordering. The full overview is in plastic carrier bag regulations in the EU, UK and US.
| Market | Key instrument | What it means for printed plastic bags |
|---|---|---|
| EU (all Member States) | Directive (EU) 2015/720 on lightweight plastic carrier bags | Lightweight bags (<50 µm) must be reduced through national measures: a target of no more than 90 bags per person a year by end-2019 and 40 by end-2025, or no free bags from end-2018; very lightweight bags (<15 µm) can be excluded |
| EU | Regulation (EU) 2025/40 (PPWR), applies from 12 Aug 2026 | Annex V restricts very lightweight plastic carrier bags from 1 Jan 2030, with exceptions; recycled-content minimums for plastic packaging from 1 Jan 2030 at the earliest; recyclability grades from 2030 |
| EU | Single-Use Plastics Directive (EU) 2019/904 | Lightweight plastic carrier bags are covered by extended producer responsibility including litter clean-up costs; oxo-degradable plastics banned |
| Germany | National measures plus Einwegkunststofffondsgesetz | Lightweight plastic carrier bags (15 µm to below 50 µm) have been banned at retail since 1 January 2022 (now § 12(1) VerpackDG); a single-use plastic fund levy of €3.801/kg (EWKFondsV) applies to lightweight carrier bags placed on the German market, paid by the first placer |
| UK (England) | Single-use carrier bag charge; Plastic Packaging Tax | 10p minimum charge (since 21 May 2021, all retailers) on single-use plastic carrier bags of 70 µm or less; PPT of £228.82 per tonne (from 1 Apr 2026) on plastic packaging with less than 30 % recycled plastic, for manufacturers and importers of 10 t or more a year |
| US (California) | SB 1053 | From 1 Jan 2026 plastic carryout bags banned at covered stores, including thicker "reusable" plastic bags |
| US (New York and others) | State bag laws | New York has banned most plastic carryout bags since 2020; New Jersey since 4 May 2022; many other states and cities have their own rules; check each location |

Are printed plastic bags recyclable, and what can you claim?
Polyethylene bags are mono-material and technically recyclable, but whether they are actually collected depends on local systems: in many places they go through store take-back or film collections rather than household kerbside bins. Claims on the bag must reflect what is available to the end user and comply with green-claims rules.
- Store take-back and film collection: many UK and EU retailers have run front-of-store collection points for flexible plastic. In England, Simpler Recycling originally required plastic film collections from households and businesses by 31 March 2027, but in July 2026 Defra announced a delay to 2030 (reported as 1 April 2030), with the regulations to be amended; check current government guidance for the date that applies.
- Design for recycling: a single polymer family (PE film, PE patch, PE loop handle) is easier to recycle than a bag with clip handles, paper labels or mixed-polymer components. Heavy solid ink coverage and metallic inks can affect the recyclate. Under the PPWR, packaging placed on the EU market must meet recyclability grade A, B or C from 1 January 2030, with design-for-recycling criteria still being developed.
- Recycled content: stating a percentage needs traceable supplier documentation; in the UK, that documentation also supports a Plastic Packaging Tax position.
- Claims: in the EU, Directive (EU) 2024/825 applies from 27 September 2026 and bans generic claims such as "eco-friendly" without recognised excellent environmental performance. In the UK, the CMA Green Claims Code and the DMCC Act 2024 apply. "Biodegradable" and "oxo-degradable" claims on plastic bags are high-risk; oxo-degradable plastics are banned in the EU.
The differences between recyclable, compostable and biodegradable claims are explained in recyclable vs compostable packaging.
Printed mailing bags: the e-commerce variant
A printed mailing bag is a flat polythene envelope, usually co-extruded with a light outer layer and dark inner layer for opacity, closed with a permanent peel-and-seal adhesive strip. It suits soft, unbreakable goods such as clothing and textiles and is far lighter and flatter than a box.
What to specify for mailing bags:
- Flat size, plus any lip or flap length for the adhesive strip.
- Thickness (commonly in the 50-90 µm range, set by the weight and sharpness of contents).
- Opacity: two-layer co-ex film hides contents and labels underneath.
- Closure: single strip, or a second strip and tear line for returns.
- Recycled content and how it will be evidenced.
- Print on one or both faces, and a clear area for the shipping label.
Mailing bags are covered by the same plastic packaging rules as carrier bags, including UK Plastic Packaging Tax and PPWR recycled-content and empty-space requirements for e-commerce packaging. Whether a mailing bag or a box is the better choice for a given product is covered in mailer box vs shipping box vs poly mailer; for boxes, see custom printed mailer boxes.
Plastic bags for food and takeaway: what changes?
If a bag only carries already-packed food (for example boxed meals in a delivery order), food-contact rules for the bag are usually less demanding, but carrier-bag charges and bans still apply. If the film touches unwrapped food, it must comply with food-contact plastics legislation, which affects recycled-content options.
- In the EU and GB, plastic food-contact materials fall under Regulation (EC) 1935/2004 and Regulation (EU) 10/2011, and buyers should expect a Declaration of Compliance from the film supplier. The food contact packaging compliance guide explains the documents.
- Post-consumer recycled PE is generally not suitable for direct contact with unwrapped food unless it comes from a process authorised for food contact; confirm with your supplier and compliance adviser.
- Under the PPWR, Annex V restrictions from 1 January 2030 also cover certain single-use plastic packaging in HORECA settings, and the very lightweight carrier bag restriction has exceptions linked to hygiene and loose food. These details are being clarified, so treat any plan beyond 2030 as provisional.
For most quick-service and delivery operations in Europe and in US states with bag bans, the bag decision now starts with paper; see paper vs plastic takeaway bags.
How does a custom printed plastic bag order run?
A plastic bag order normally moves from brief to specification, artwork and plates, then film extrusion, printing, conversion (sealing, gusseting, handle punching or welding) and inspection before packing. Most delays come from incomplete specifications and late artwork changes, not from production itself.
- Brief: use, contents, weight per bag, quantity, market of use and any recycled-content target.
- Specification: film type and blend, colour of film, thickness, size and gussets, handle type, closure for mailing bags.
- Compliance check: thickness against charge or ban thresholds in the market of use, recycled content against PPT or PPWR, food contact if relevant.
- Artwork and plates: dieline with seams and handle positions; flexo plates are made per colour.
- Production: extrusion, corona treatment, printing, conversion.
- Approval and inspection: pre-production proof and sample approval where needed; see packaging sampling and quality control.
Ordering terms are explained in the general guides: how to write a packaging RFQ, packaging MOQ, packaging cost drivers and packaging lead times. In short, minimum order quantity depends on film, size, print colours and run configuration, and cost is driven mainly by film weight per bag, colour count and handle construction.
Shipping plastic bags from Türkiye
Plastic bags (HS heading 3923) produced in Türkiye can enter the EU free of customs duty under the EU-Türkiye Customs Union when accompanied by an A.TR movement certificate; import VAT still applies. UK and US imports follow separate rules, and US tariff rates on Turkish goods have changed frequently, so they should be checked at the time of order. Film bags are light and pack flat, which helps freight cost per thousand units. The sourcing packaging from Türkiye guide covers documents and logistics.
What do buyers call plastic bags in each market?
Use the local term when you search for suppliers and compare quotes; the same bag goes by different names.
| Market | Common terms |
|---|---|
| UK | polythene carrier bags, plastic carrier bags, vest carriers, bags for life, printed mailing bags |
| US | poly bags, plastic carryout bags, T-shirt bags, merchandise bags, poly mailers; thickness in mil |
| Germany | Plastiktüten bedruckt, Kunststofftragetaschen, Plastiktragetaschen, Versandtaschen (mailing bags) |
| Austria | Plastiksackerl, Kunststofftragtaschen |
| Netherlands | plastic tassen bedrukt, plastic draagtassen, verzendzakken (mailing bags) |
Specification checklist: what to send for a quotation
The fastest way to an accurate quote for custom printed plastic bags is a complete specification. Send what you know and mark the rest as "advise":
- Bag format: vest, die-cut, patch handle, soft loop, flat, gusseted or mailing bag.
- Finished size (width x length) and gusset sizes, in mm or inches.
- Film: LDPE, HDPE, blend, or "advise", plus film colour (natural, white, coloured).
- Thickness in micron, gauge or mil, and the heaviest load each bag must carry.
- Recycled content target, and whether you need documentation for UK Plastic Packaging Tax or EU reporting.
- Market and channel of use (country, store type, e-commerce), so legal thresholds can be checked.
- Print: number of colours per side, Pantone references, artwork files and dieline if you have one.
- For mailing bags: closure type, returns strip, opacity requirement.
- Quantity per design and expected annual volume.
- Delivery destination and preferred Incoterm.
Send the list with your artwork through our contact page, and we will review the specification against the intended market. If you are still deciding between materials, start with paper vs plastic takeaway bags or the custom printed stand-up pouches hub for retail product packaging in film.

Frequently asked questions
Can custom printed plastic bags still be used legally in the EU?
Yes, in most cases, but national rules differ. Directive (EU) 2015/720 requires Member States to reduce use of lightweight plastic carrier bags under 50 µm, which many have done through charges or bans. Thicker bags are generally treated differently, and the PPWR restricts very lightweight bags under 15 µm from 2030 with exceptions. Check the rules of the specific country and channel before ordering.
What is the difference between a polythene bag and a poly bag?
Nothing in material terms. "Polythene" is the usual UK name for polyethylene, and "poly bag" is the common US shorthand. Both refer to bags made from LDPE, HDPE, LLDPE or blends of these. The difference that matters in a specification is the grade, thickness and handle style, not the name.
Do printed plastic bags have to contain recycled plastic?
Not universally today, but recycled content increasingly affects cost and compliance. In the UK, plastic packaging with less than 30 % recycled plastic is subject to Plastic Packaging Tax when the importer or manufacturer is at or above the 10-tonne registration threshold. In the EU, the PPWR sets recycled-content minimums for plastic packaging from 1 January 2030 at the earliest.
Is a thicker plastic bag always stronger?
No. Thickness helps, but film recipe, handle construction and seal quality matter as much. An LLDPE-blend bag with a patch handle can carry more than a thicker bag with a plain punched handle. Strength should be tested on a sample with the real contents rather than assumed from the micron figure.
Can you print photographs or gradients on plastic carrier bags?
Yes, with limits. Photographic images need good film, controlled web tension and usually a white base layer, because thin film stretches and limits fine halftone work; that is why most plastic bags are printed in spot colours. For most logos and brand colours, two to four spot colours give a cleaner and more consistent result.
Are biodegradable plastic bags a good alternative?
Usually not as a general claim. Oxo-degradable plastics are banned in the EU, and generic "biodegradable" claims are restricted under EU and UK consumer rules. Certified compostable bags to EN 13432, or EN 17427 for home-compostable carrier bags, are a separate category with their own uses and disposal requirements.
Which file formats do you need for plastic bag artwork?
Vector artwork, typically PDF, AI or EPS with fonts outlined and Pantone references named, placed on the bag dieline showing seams, gussets and handle cut-outs. Raster images should be high resolution at final size. The printer adapts trapping and line widths for flexo on film during prepress.
